About the role:

The Health Economics & Market Access (HEMA) Director develops and directs the global strategy and methodologies for effective health economics and market access activities across all key development and marketed products in our Neuromodulation division. Efforts support the value proposition for Boston Scientific products and to increase market access and patient access to care. The role involves collaboration with internal and external teams, participation in upstream and downstream activities across the Neuromodulation franchise, including new business development. In addition, the role assesses and represents HEMA priorities, opportunities and risks, and develops and secures support for market access strategies for Neuromodulation technologies at the divisional senior management level. While the HEMA Director is not directly responsible for developing or executing market access strategies for markets outside the United States, he or she will collaborate closely with HEMA team members in global markets to ensure global market access approaches are aligned with the overarching Neuromodulation business objectives; and represent global market access status to the divisional Management Board.  The HEMA Director is responsible to manage a field team of HEMA managers that support contracting, reimbursement and procedural economics at the practice level.  The Director has a dotted line management relationship with the Payer Relations call center; charged with providing insurance verification for procedures utilizing Boston Scientific Neuromodulation technologies on label.  While the majority of the call center NM staff are based in Valencia, CA, the HEMA Director will coordinate closely with distributed call center managers, Payer Relations and divisional leadership to ensure that the divisions needs are met.


Your responsibilities include:

  • Direct the development and implementation of strategic reimbursement, market access and evidence plans for key global Neuromodulation products.
  • Identify and prioritize key global products where HEMA strategy is important for product success in development and post-launch, then utilizing business and HCP inputs to define global HEMA strategy, objectives and budget.
  • Manage the HEMA team to ensure execution of market access strategies through health economics outcomes, market access initiatives and stakeholder engagement actions. 
  • Direct strategic health economics needs for Neuromodulation products, including planning for global economic/reimbursement dossier submissions for private and public coverage of key technologies.
  • Represent HEMA priorities and advising senior management on implications of global, national, state and local HEMA and legislative changes effecting Neuromodulation products through participation on the divisional management team.
  • Budget for all division-wide HEMA resources, including defining and securing needed resources to accomplish business strategic objectives and adhering to established budget guidelines.
  • Provide HEMA assessments for internally developed or externally acquired new Neuromodulation technologies. Ensuring that potential business development opportunities have incorporated appropriate evidence generation strategies and HEMA resource requirements. Identifying HEMA risks and developing mitigation strategies for new business development opportunities. 
  • Direct development and implementation of all HEMA materials and training for both internal (sales) and external customers (including clinicians, hospitals, purchasing groups and payers). Ensure collaboration with other functions (e.g., marketing, R&D, clinical, etc.). 
  • Establish/maintain a network of key health policy and specialty society leaders for all specialties relevant to the division. Represent and promote BSC with relevant stakeholders (governmental bodies, funding and reimbursement groups, ISPOR, KOLs, etc.), through market access initiatives and stakeholder engagement activities, demonstrate clinical and health economics outcomes and contribute to the creation of innovative value propositions. 
  • Provide strategic guidance for economic and pricing forecasts and modeling of novel products in the Definition and Scale-up phases of technology development for key Neuromodulation products. 
  • Direct and supervise internal staff as necessary to implement strategic and tactical initiatives.  Develop senior members acting as a coach and supervising the development of other junior resources. 
  • Understand internal and external data resources that can be utilized to quantify current market dynamics, drive product adoption, and develop value messaging that can differentiate Boston Scientific in the market with external customers.
  • Understand health economic research methods, endpoints, and publication strategies that would support product adoption by economic stakeholders, HCPs, and payers.
  • Own the development and implementation of market access strategy, including establishing alternative payment or revenue models that reward the clinical and economic value of BSC products. Establishing strategies and tactical plans to gain market access for new therapies.
  • Collaborate with Corporate Sales and Global Healthcare Solutions teams to ensure consistent and effective messaging of products’ value propositions across sales channels.
  • Ensure that the field HEMA team has the tools and information required to successfully support customers utilizing Boston Scientific Neuromodulation technologies on label and, when necessary, to advocate for coverage and reimbursement with payers.
  • Serve as the “on the ground” leader (through a dotted line reporting relationship) for members of the Payer Relations call center charged with providing pre-authorization support for procedures utilizing Boston Scientific Neuromodulation technologies on label.

 

What we're looking for: 

Basic Qualifications

  • Minimum 10+ years of solid functional work experience with management experience.
  • Masters or doctoral degree (e.g., MS, MPH, MBA, PhD, Dr PH, JD) or equivalent required.
  • Formal training in health economics, public health, health services research, policy analysis, epidemiology, biostatistics, health care administration or related discipline preferred. 
  • The successful candidate will have excellent leadership, management and technical skills in the areas of health economics and market access. The position requires the candidate to be current in the field and able to work in a wide array of settings.  Must be able to work at many levels within the organization with a minimal amount of direction.
  • Must be able to contribute at a business leadership level, thinking always of HEMA objectives but providing business-level input even beyond HEMA role.
  • Experience in health economics, health insurance reimbursement and/or outcomes research, preferably related to the medical device or pharmaceutical industry. 

Preferred Qualifications

  • Demonstrated knowledge of U.S. and global healthcare systems including expertise in health care financing, reimbursement policies related to the device industry, and technology assessment. 
  • Ability to interpret and integrate business strategies into actionable, value-added health economics and reimbursement initiatives. 
  • Successful leadership, project management and presentation skills, including proven ability to manage through a “highly matrixed” environment. 
  • Experience working as an internal or external consultant with responsibility for line customers, preferably in the medical device or pharmaceutical industry.
  • Experience working with call center personnel to support a divisional technology, preferably one tasked with communicating with insurers on behalf of patients and providers.
  • Outstanding communications and interpersonal skills including developing relationships at all levels in an organization and directly influencing business objectives. 
  • Demonstrated ability to make effective decisions independently and to work in a fast-paced matrix environment.
  • Willingness to travel approximately 30%.
