About the Role

The Senior Tender Specialist (Medsurg) is responsible for the daily management of various tenders published by Federal and State Government entities, as well as timely follow-up of the different stages of the contracting process at the national level. They establish objectives to achieve the government sales plan for the assigned territory—playing a key role in driving growth in collaboration with colleagues and their manager.

The Senior Tender Specialist will provide follow-up, support, guidance, training, and advice throughout the different stages of the tenders issued by government agencies in which the company participates.

In this role, you will be the first point of contact in the territory and the main person responsible for managing events published through the various mechanisms used by Government Institutions.


Main Responsibilities

  • Tender Process Management, from pre-announcement to contract formalization.
  • Cross-functional Coordination: Regulatory, Finance, Marketing, Quality, Planning, Customer Service.
  • Regulatory and Document Compliance.
  • Prepare the annual tender pipeline.
  • Coordinate the entire tender process with channel partners (Integrators and Distributors).


Opportunity Identification

  • Detect tenders that generate business for the company.
  • Analyze requirements for new product lines.
  • Map Government accounts to generate new opportunities or recover accounts.


Development and Growth

  • Increase market participation and develop new accounts with the commercial team.
  • Document changes for submission and modification of the National Compendium of Supplies.
  • Lead and manage multidisciplinary meetings; execute agreements to ensure compliance with government contracts.


Commercial Strategy

  • Lead sales opportunities in tenders.
  • Integrate economic analyses.
  • Manage pricing strategies.
  • Work with planning to forecast tender demand.


Market Development

  • Identify needs of the end-user area.
  • Generate market intelligence.


Operational and Availability Requirements

  • Meet strict deadlines (24h–48h–72h).
  • Handle processes with tight or urgent timelines.
  • Maintain constant communication with commercial and technical areas.

 

Required Qualifications:

  • Academic Background
  • Bachelor’s degree in administrative, commercial, business, trade, engineering, or related fields.

 

Professional Experience

  • Minimum 2 years of experience in government tender processes, public works, and particularly public health contracting.
  • Experience in preparing technical and administrative documentation for tenders.
  • Experience working with commercial, clinical, regulatory, finance, supply chain, and demand planning teams.
  • Experience in price management, economic analysis, and reference validation.


Technical Knowledge

Proficient in:

  • Compranet and government tender publication platforms.
  • Salesforce for opportunity registration and tracking.
  • Management of files and documentation (Teams, repositories, official formats).


Knowledge of:

  • Tender processes, clarification meetings, proposals, awards, contracts.
  • Sanitary regulations, registrations, certificates, manufacturer letters.
  • Supply Chain processes, planning, and supply feasibility.
  • Economic analysis, previous references, suggested and list pricing.


Languages

  • Reading English-level.
