Director, Strategic Sourcing – APAC Region

Location: Shanghai, China

About the Role:

At Boston Scientific, the APAC Director of Strategic Sourcing, is responsible for developing and executing the regional sourcing strategies in conjunction with the Global Sourcing Organization. The role includes leading sourcing initiatives and managing regional supplier relationships, to supply “Sourced Finished Medical Devices” (SFMD) and “Direct” manufacturing sourced materials.

Your Responsibilities Include:
  

• Direct/lead/coach the APAC Direct Sourcing team to ensure that strategies are developed and implemented, resulting in a strong supply base that continuously creates a sustainable competitive advantage.
• Serves as the company’s APAC Global Sourcing interface in business-to-business connections for strategic vendors.
• Partners with the APAC internal customers and stakeholders to identify sourcing needs; conduct buyer/market profiles; share marketplace trends; develop sourcing strategies; share best practices and define acceptable service levels.
• Develops sourcing strategies; solicits/analyzes request for proposals; negotiates contracts and coordinates supplier integration plans with external and internal clients.
• Monitors regional market dynamics and communicates changes that affect internal client needs.
• Helps develop the make/buy decision process and actively influences APAC regional make/buy decisions.
• Sets policies and methodologies for APAC’s sourcing of new SFMD products and/or materials, approving vendors, and determining when products should be sourced to a single vendor or to multiple vendors to provide for a stable and consistent supply.
• Supports the on-boarding process of new suppliers/products initiated through New Product Development (NPD) projects or Acquisitions.
• Establishes a supplier relationship management process, to manage external manufacturing partners through all phases of the product life cycle, with continuous improvement goals/programs as relates to the supplier management processes.
• Provides direction to both the commercial and local supplier engineering personnel to execute sourcing strategies in line with the overall Global Sourcing methodologies for SFMD and manufacturing sourced materials.
• Guide the development of regional purchasing policies for SFMD (Sourced Finished Medical Devices) and ‘Direct’ materials as relates to inventory management. Provides direction for the development of analytical tools and for the identification of inventory trends and opportunities.
• Develop Annual Sourcing Operating Plans that will reflect year-over-year sustainable cost competitiveness, quality, and supply enhancements.
• Build strong collaborative value-adding relationships with internal customer groups, cross functional team members and suppliers.
• Develop, implement, and manage processes for supply-related (1) problem resolution and (2) opportunity identification between users and suppliers that result in elevated levels of customer satisfaction.
• Establish and support a work environment of continuous improvement that supports Boston Scientific Quality Policy, Quality System, and the appropriate regulations for the area they support. Ensure all employees are developed and trained to do their work and their training is documented.

• Monitor and ensure compliance with company policies and procedures (e.g., federal/country, and regulatory requirements).

What We’re Looking For:

 Required Qualifications 

• Bachelor’s Engineering Degree Required
• 10+ years Advanced Strategic Sourcing and Procurement experience
• 5+ years People Leadership experience
• 3+ years Product Manufacturing experience
• Proficiency in English
• Direct Materials/Procurement SME expertise
• Ability to travel internationally and internally within China up to 35% of time.

• MBA Degree Preferred
• Life Science Industry Experience
