About the role:

Are you a seasoned Health Economics and Market Access leader with extensive knowledge of and experience with both public and commercial healthcare payers? Then you may be an excellent candidate for the exciting role of Vice President, Global Health Economics and Market Access (HEMA) for Boston Scientific.

 

A fundamental priority for this position will be the leadership and expansion of a global community of practice for HEMA, facilitating functional sharing of best practices and collaboration to achieve Corporate and divisional objectives, as well as an interest in directly leading teams from different regions including the United States and Asia-Pacific. This leader will develop HEMA strategy at a Corporate level, identifying key capabilities that must be developed and adapted as healthcare delivery and market access systems evolve. This leader must be capable of influencing HEMA leaders who report directly into Boston Scientific divisions through a strong dotted-line reporting relationship. This HEMA leader will represent Boston Scientific with Medicare, industry associations and policy organizations, thus he or she must have extensive experience and a proven track record of influencing health policy to benefit patients and achieve business objectives. Finally, this leader will maintain, update and implement Standard Operating Practices (SOPs) designed to ensure both functional excellence and compliance.

 

Primary Location: Marlborough, Massachusetts (candidates not required to relocate; candidates must be willing to travel to Marlborough when necessary (on average, once per month)

 

Your responsibilities include:

  • Leading the Global Health Economics and Market Access (HEMA) function for Boston Scientific at a Corporate level, developing effective global HEMA strategies that advance the business objectives of Boston Scientific and expand patient access to Boston Scientific technologies in all regions. Leading and expanding a strong global community of practice across divisional and regional HEMA teams, continuing development of state of the art HEMA capabilities and practices to maintain Boston Scientific’s competitive advantage in HEMA activities, developing and implementing compliant standards of practice relating to HEMA activities across the Corporation, and attracting and retaining top HEMA talent.
  • Lead a highly skilled, highly matrixed team of health economics and market access professionals, either directly or indirectly, serving as a resource and example for a large global organization.
  • Lead and expand community of practice leveraging the talents of a diverse community of HEMA leaders from all sections, divisions, and regions to promote sharing of best practices and develop strategies for addressing challenging HEMA situations.
  • Directly lead a central team of leaders responsible for the generation of health economic evidence of value, leveraging claims data and other data sources to advance HEMA strategies and engage with commercial health insurers regarding value-based offerings, coverage for Boston Scientific technologies and prior authorization for patients in need of Boston Scientific devices and the services provided to deliver them.
  • Directly lead HEMA activities in the Asia-Pacific region, building capabilities, increasing awareness of HEMA’s impact on patient access and business objectives, expanding patient access to Boston Scientific technologies throughout the region, and advancing the Corporation’s Asia-Pacific funding and HTA objectives in support of regional growth.
  • Indirectly lead divisional HEMA vice presidents through a strong dotted-line reporting relationship to accomplish both upstream and downstream HEMA objectives for every division’s portfolio of products.
  • Constantly assess HEMA capabilities and identify opportunities to strengthen or develop new capabilities and to extend knowledge of different facets of HEMA to all team members.
  • Define numerous career paths for HEMA professionals (both within and outside HEMA) to attract and retain top talent, including regional assignments and cross-divisional experiences.
  • Drive the development of a diverse team of HEMA professionals at every level and within every facet of HEMA.
  • Oversee the development of health economic evidence of value of Boston Scientific technologies in keeping with the Corporation’s stated strategic objectives and report on progress and milestones to the Executive Committee, including but not limited to the development of peer-reviewed abstracts and manuscripts.
  • Oversee leadership of Boston Scientific’s Global Policy Council, defining key policy positions and strategies to advance our Corporate and clinical objectives and mitigate policy risks to the Corporation or to patient access; work with Boston Scientific’s Washington, DC-based Government Affairs team to implement said strategies.
  • Oversee HEMA due diligence efforts and technology assessments in collaboration with divisional HEMA leaders to support business development activities across the Corporation.
  • Maintain indirect (dotted line) reporting relationship with Boston Scientific’s Europe, Middle East and Africa HEMA team to advance the Corporation’s funding and HTA objectives in support of regional growth.
  • Ensure compliance with all national and local regulations regarding HEMA-related information and activities through regular review and update of HEMA Standard Operating Procedures (SOPs) and Work Instructions (WI), and regular training of all HEMA, sales and other relevant team members.
  • Represent Boston Scientific, either directly or through direct reports and team members, in key relationships with Medicare, national commercial insurers, and critical health economic, health technology assessment and policy organizations including but not limited to Health technology Assessment International (HTAi), Duke-Margolis Center for Health Policy, and the Medical Device Innovation Consortium (MDIC).
  • Lead Boston Scientific policy initiatives and participation in payment policy groups within industry associations including AdvaMed and Medical Device Manufacturer’s Association (MDMA).
  • Lead, either directly or through direct reports, HEMA participation on Boston Scientific’s Clinical Trial Review Board and other evidence-related teams.
  • Manage annual budgeting process for Corporate HEMA activities (Including DRA, HE COE, Payer Relations and Value-Based Offerings, Corporate HEMA, and the Global Policy Council.
  • Drives diverse talent attraction panelists to seek diverse slates of candidates and actively pursues gender and multicultural diverse candidates that reflect our values and communities.

  • Actively engages a visible executive leader across the division versus just the function through leadership in special events, ERGs, Corporate Programs, and Diversity, Inclusion and Culture Transformational practices and initiatives.

 

What we’re looking for:

The successful candidate will have a proven record of strong team leadership and market access success through comprehensive HEMA strategies. The candidate will have extensive experience influencing coding, coverage and payment for single-use medical devices with public payers including Medicare, Medicaid, VA/DOD and commercial health plans. The successful candidate will have not only excellent technical expertise in the areas of healthcare administration and health economics and market access but also outstanding leadership and communication skills with the ability to present complex information to a broad group of senior stakeholders in a way that is meaningful, understandable and credible to the audience. Additionally, the candidate must have the ability to lead team members in conveying evidence of value of Boston Scientific technologies and facilitating patient access through services including prior authorization support.

 

The position also requires the candidate to be current in the field of health economics and healthcare delivery systems, including office-based practices, integrated delivery networks, hospitals, and ambulatory surgery centers (ASCs), and to have experience influencing or executing global HEMA strategies either directly or through collaboration with regional HEMA teams.

  • At a minimum, bachelor’s degree or equivalent required. An advanced degree such as an MBA, MPH, MHA, MS, or MSc in health policy, health economics, healthcare administration, health services research, public health, or similar discipline is strongly preferred.
  • Minimum 10-15 years working in the health economics and market access field, preferably with complex single-use medical device experience.
  • Outstanding leadership and interpersonal skills including demonstrated track record developing relationships at all levels in an organization, leading large and diverse teams, and directly influencing business objectives.
  • Ability to present complex HEMA information to both large and small influential groups in a way that is easy to understand, credible, and engaging to the audience.
  • Detailed knowledge of US healthcare financing system including payment systems of key payers including Medicare and commercial payers in all sites of service.
  • Ability to lead the development and delivery of Medicare payment policy proposals, collaborating with Vice Presidents of divisional HEMA teams and Government Affairs to advance Boston Scientific priorities.
  • Ability to drive HEMA strategy both within and outside of Boston Scientific and to execute said strategy leveraging Corporate, divisional and regional HEMA resources.
  • Extensive team leadership experience, preferably through both direct and indirect reporting relationships.
  • Ability to elicit and interpret customers’ goals, needs, and priorities and creatively address them with Boston Scientific products and programs.
  • Demonstrated leadership, responsiveness and sense of urgency when developing and executing strategies, addressing customer concerns and responding to HEMA challenges from competitors, Medicare and other public payers and commercial insurers, particularly when challenges represent significant threats to patient access and to Boston Scientific’s performance.
  • In-depth knowledge and understanding of the healthcare industry and healthcare systems. Global experience / strong understanding of global health system / healthcare funding processes and policies.
  • Experience advancing HEMA objectives in the Asia-Pacific region as well as in the United States highly desirable. Experience with market access policies and practices in Europe, the Middle East and / or Africa a plus.
  • Demonstrated ability to set and execute on priorities, manage multiple projects and produce results.
  • Ability to continuously adapt in a rapidly changing atmosphere and to lead teams through times of change to maintain and improve functional excellence.
  • Extensive experience leading business, functional and cross-functional teams.
  • Ability to work independently and effectively with minimal supervision.
  • Strong background in achieving HEMA objectives by leveraging clinical and economic data.
  • Note: COVID-19 precautions currently restrict travel. At Boston Scientific, our priority is to protect and aid the health and safety of our employees, our physician customers, and their patients.
    • Given current conditions regarding the COVID-19 pandemic, travel is likely to be minimal for the foreseeable future and virtual video conferences will be the primary platform for engaging both internal and external stakeholders.
    • Once the COVID-19 public health emergency has ended, candidates should anticipate approximately 30% travel, including travel within the United States and internationally (primarily to the Asia-Pacific region).
