Reporting to the Senior Vice President of Global Government Affairs, the Director of Federal Government Affairs at Boston Scientific Corporation (BSC) is responsible for developing, managing, and executing the company’s policy and advocacy agenda at the federal and, at times, international level to ensure an optimum operational environment and enhancing patient access to existing and emerging BSC technologies.  This position requires an independent strategist with deep understanding of the legislative process, agency rulemaking procedures, and public policy.  The Director develops and maintains key relationships in both Congress and the Administration to drive policy issues impacting market access, regulatory approval, efficient tax policy, reimbursement for BSC technologies, ensuring global supply chain resiliency, and various strategic policy issues impacting the company. 

 

Core Responsibilities:

  • This individual is one of three Directors responsible for developing and executing federal advocacy strategies in coordination with the company’s executive leaders, business units, corporate functions, and regional teams.

 

  • The Director leads independent engagement with Members of Congress, their staff, and Administration and Agency personnel to articulate the Company’s mission, values, and business principles. 

 

  • The Director is a facilitator who connects company business leaders on the ground to key government agencies and officials.

 

  • The Director serves as a liaison and drives advocacy strategy in stakeholder coalitions and trade associations, including AdvaMed, MDMA, NAM, U.S. Chamber of Commerce, other business councils, and maintains leadership roles in associations, organizations, and with constituent groups.

 

  • The position handles management, in a multi-domain environment, of policy development that reflects corporate strategic priorities. The individual in this position will collaborate regularly with State and International Government Affairs team members, manage internal cross-functional teams (including subject-matter experts and communications), and government affairs consultants. 

 

Qualifications/Skills:

  • Minimum of bachelor’s degree.  10+ years of applicable experience in public policy with a Trade Association, Congress, an Agency, or other similar group.  Healthcare experience preferred.

 

  • Must be able to engage with a variety of stakeholders comfortably, confidently, and independently, including Health officials, political leaders and staff, physicians, corporate divisions, and business units (executives, regulatory affairs, HEMA, sales, operations, marketing, legal, compliance, clinical, etc.)

 

  • Must be a strong collaborator and effective decision maker, working within a dynamic and highly matrixed environment with minimum supervision.

 

  • Must have excellent verbal and written communication skills as well as organizational and project management skills.  Must be able to communicate effectively to diverse audiences. 

 

  • Must have a strong ability to analyze, negotiate, and solve complex problems.

 

  • Capability to prioritize and execute multiple complex projects simultaneously.

 

  • Aptitude to thrive in a fast-paced, lean operating environment.

 

  • Ability to ensure compliance with all applicable laws, regulations, and regulatory guidelines with healthcare professionals, payers, advocacy, and other business partners.
