Purpose statement

Core objective of this role is to support the Government Manager in achieving the goals and objectives of the Divisions they represent.  To aid the achievement of customers, institutions and channel partners satisfaction and business growth through focused planning, managing, coordinating and execution the entire tendering process for medical devices , ensuring compliance internal policies and regulations as well as contract agreements implementation

  • Based in Mexico City
  • Experience in Tender area, desirable medical devices
  • The candidate should have a college degree related with Business Administrator, Administrative Informatics, International Business, Law or related. (Graduated)
  • Understanding value generation Health Ecosystem. 
  • Demonstrates mastery in Statistical analysis handling of Microsoft Excel advanced, and domain Internet Explorer, Word, Outlook, Power Point, Compranet, Ariba, Procura, state platforms, OPD, etc and others programs available. 
  • Proven analytical, planning and negotiation skills, as well as strategic thinking.
  • Excellent written and verbal communication skills.
  • Self-motivated.
  • Customer oriented.
  • Executes tenders plans in line with the Businesses Units Strategies to maintain and develop existing and acquire new customers and contracts.
  • Responsible for identify, developing and execution contract process building, and strength long-term relationships with customers, channel partners and stakeholders
  • Responsible for looking for opportunities to increase presence  in government market
  • Coordinates with the Team Commercial, Marketing, Finance, Regulatory Affairs etc.. to present Tender Proposal Tender directly or indirectly; assurance Top Hit rate
  • Follow to fulfillment contracts for Achievement of the Government Plan
  • English (medium to advanced level) spoken and written.

 

Responsibilities

  • Develop an in-depth knowledge of the products and services provided by the division.
  • Coordination and execution of  Tender process: Lead the development of proposals from the detection and initial analysis of the request to the final delivery, working closely with various departments such as finance, regulatory, commercial, marketing, legal, and operations, ensuring effective planning, integration, and execution of the contracting process, as well as the formalization and follow-up until contract exhaustion.
  • Conduct market and price analysis for effective take decisions
  • Maintain detailed records of all tendering activities.
  • Review and alignment of technical and regulatory requirements
  • Negotiate favorable terms with customers, channel partners, and suppliers to ensure successful outcomes. 
  • Project management: Oversee all phases of the acquisition cycle, from identifying needs to delivery.
  • Ensure that the contracting process is carried out in accordance with internal standards, procedures, and policies. 
  • Management of relationships with clients, channel partners, and suppliers and ensure good long-term relationships.
  • Planning and development the government market for our existing and new products according with divisional goals and objectives, through execution tender, and optime use available tools
  • Follow to fulfillment contracts for Achievement of the Government Plan
  • Ongoing technical training and support to customers and channel partners
  • Competent contact person for purchasing department hospitals or institutions
  • Attend meetings, conferences and exhibitions as required to Knowledge Boston Scientific products and services.
  • Analyze and report to your manager and/or others (weekly, monthly & year basis) the advance and status tenders, contracts market and business intelligence feedback by using all available support tools
  • To represent Boston Scientific values and integrity.
  • Participate in development of less experienced staff members.

 

 MUST:

  • Bachelor's degree or degree in Business Administrator, Administrative Informatics, International Business, Law or related. (Graduated)).
  • Mastery in Microsoft Office. (Excel, Internet Explorer, Word, Outlook, Power Point)
  • Domain Internet Explorer, Word, Outlook, Power Point, Compranet, Ariba, Procura, state platforms, OPD, etc and others programs available
  • Demonstrates a deep understanding of government sales in Mexico
  • Knowledge of laws, regulations, purchasing platforms and procedures related to tenders.
  • Experience as a Tender leader (Integrate complete proposals)
  • Perform tender submission, outcome, analysis and contract handling
  • At least 3 to 5 years of tenders experience (working with principal government institutions and key accounts distributors in medical devices).
